Representative Ben Lujan, of Nambe, has served in the New Mexico House of Representative since 1974. He has been Majority Whip, Majority Floor Leader and, since 2001 Speaker of the House. Representative Lujan has played critical roles in issues such as public schools, revenue stabilization, Indian affairs, water and natural resources, and national laboratories.
Summer Public Policy Institute
The Jerry Apodaca Summer Public Policy Center will offer an annual three-week summer program to as many as 30 college students to discuss domestic public policy with the mission of affecting changes in policy.


Jerry Apodaca was the Governor of New Mexico from 1975-1978. He previously represented Doña Ana County in the state Senate.
Public Policy Center– Dialogue with Community Leaders
The Manuel Lujan Jr. Public Policy Center will provide opportunities to a broad range of participants, including college and high school students, business, education and health care leaders, to participate in discussions that affect public policy on contemporary issues.


Manuel Lujan Jr. represented New Mexico in the U.S. House of Representatives from 1969-1989. He served as U.S. Interior Secretary the George H. Bush Administration.
Think Tank
The Toney Anaya Think Tank will engage students and community leaders in research, writing and other public discourse to shape and promote policies that affect higher education in New Mexico and nationally.


Toney Anaya was the Governor of New Mexico. He served as state attorney general from 1975-1978.
Community Service
The Samuel O. Montoya Center for Community Service will engage high school and college students year-round on projects that focus on public service and are designed to mold the next generation of leaders.


Samuel O. Montoya served as county manager in Santa Fe and Taos. He was elected serving as the President of the New Mexico of Counties at the time of his death in 2004.
Public Policy Center– Listening & Learning
The Bill Richardson Public Policy Center will allow undergraduate students at Highlands University to participate in summer policy institutes under the auspices of partnering university. The institutes will address national and international concerns.


Bill Richardson represented New Mexico in the U.S. House of Representatives from 1983-1997. He served as U.S. Ambassador to the United Nations and U.S. Energy Secretary during the Bill Clinton Administration. He was elected Governor of New Mexico in 2002.

Alliance Toward Harnessing Global Opportunities (ATHGO) Conferences: The youth-focused forums serve as platforms that engage young people and set the foundation for practical long-term solutions to pressing international problems. The programs analyze both the theoretical and practical aspects of international problems to some extent. Leadership Workshops: The Ben Lujan Institute designs and offers leadership trainings for student-groups at New Mexico Highlands University.

In support of outstanding teacher/leaders in New Mexico, the Ben Lujan Leadership and Public Policy Institute is pleased to announce that it is accepting applications for the Ben Lujan Educational Leadership Fellows Program (BLELFP) for the spring semester of 2008.

The goals of the Ben Lujan Leadership and Public Policy Institute at New Mexico Highlands University aim to develop and enable culturally eomptetent educational leaders to create inclusive and powerful learning environments for schools students, families, and communities in Northern New Mexico.

The Ben Lujan Educational Leadership Fellows Program offers practicing professionals scholarship opportunities to participate in the New Mexico Highlands University Educational Leadership Masters Program.

Interested applicants should demonstrate:
  • A strong interest in strengthening teaching and learning for all students in Northern New Mexico
  • A commitment to exemplary practice, and providing equitable outcomes for all learners
  • A background of successful experiences teaching culturally and linguistically diverse student populations and in holding leadership positions in school or community settings
  • A commitment to advocacy for students, schools, families, and communities
